City finance staff prepared the schedule after the state adjusted its revenue-sharing formulas for municipalities, requiring Rochester to cover a larger share of its operating expenses beginning in the new fiscal year that starts January 1, 2027.

Effects on Rochester Households

Households will receive the first revised water bills in October 2026. The budget document lists an average monthly increase of $3.75 for a single-family residence, bringing the typical combined water and sewer charge to $68.50. Residents in the 14605 and 14621 zip codes will see identical percentage adjustments as those applied in the 14607 area.

Street resurfacing crews will begin work on 14 miles of local roads in the northeast quadrant in spring 2027, using the additional revenue collected from the rate revision. Library operating hours at the Arnett and Sully branches will extend by four hours each week starting in February 2027 after the budget transfers $420,000 from utility collections to the library department.

Implementation Timeline

The city will mail rate notices to 97,400 residential accounts by August 29, 2026. A public comment period on the final rate tables opens at the September 15 city council meeting at Rochester City Hall. Full implementation of the transit component, which freezes bus fares through June 2027, follows the same schedule.

City engineers project that the new road contracts will reach the remaining city quadrants by March 2028, completing the cycle of projects funded under the revised budget.
